Formal financial policies provide a clear framework for managing a municipal authority’s financial affairs and ensure decisions are consistent and transparent. They also promote accountability and public trust, but many authorities rely on informal procedures that have developed over time (shaped by experience and availability of staff rather than formal board direction).
