Ryan is an integral part of HRG’s Strategic Management and Capital Solutions Group. He leverages nearly two decades of expertise to help clients navigate challenges in operations management, strategic planning, funding strategies, annual budgeting, and utility evaluations. His experience encompasses a wide array of strategic, analytical, quantitative, and financial support tailored to municipal needs.

Ryan’s background includes an impressive range of municipal financings for large issuers across the United States, such as the states of Illinois, Minnesota, Vermont, and West Virginia, as well as the Pennsylvania Turnpike Commission. He has provided comprehensive assistance throughout transactions, including bond structuring, credit rating analysis, and disclosure documentation.

Currently, Ryan continues to stay attuned to developments in the municipal market, monitoring micro and macroeconomic trends to provide informed advice. His expertise also extends to feasibility studies and financial condition assessments, helping municipalities evaluate potential projects and determine their long-term viability. He conducts trend analyses and municipal credit rating evaluations, drawing from historical data and future projections to deliver actionable insights.

In addition to his transactional expertise, Ryan has supported municipalities in creating long-term financial strategies, including capital improvement programs, debt affordability studies, and rate analyses.
