Mr. Minor is a team leader for the transportation service group at Herbert, Rowland & Grubic, Inc. (HRG). He is responsible for highway design in areas such as roadway geometry; pavement design and analysis; drainage design and management; erosion and sediment (E&S) control design; maintenance and protection of traffic; utility coordination; preparation of highway occupancy permit (HOP) plans; preparation of bid documents and specifications; and PA DEP and PennDOT permitting.
