Assistant Vice President

Bill manages operations and business development in South Central Pennsylvania and Maryland. He is also a project manager in our civil/municipal group. Kick has extensive experience in civil engineering, project planning, construction project management, construction engineering, and construction methods and inspections. He has represented public sector clients throughout Franklin, York, and Cumberland County and has extensive knowledge of municipal and environmental laws pertaining to land use and land development. In addition, he has developed subdivision and land development plans for residential, commercial, and industrial clients, including all aspects of site design and regulatory compliance.
