Aaron B. Moyer, P.E.

Mr. Moyer is a project manager and team leader with nine years of engineering and consulting experience, focusing on land development, water resources, environmental permitting, and municipal services. He currently serves as Silver Spring Township’s municipal engineer, assisting them with their rapid growth (1^st through 3^rd-fastest in the state depending on the metric) and individual MS4 permitting needs.

With previous work in the public and private sectors including stormwater management, erosion and sediment control, water and sewer design, waterways permitting, roadway construction, environmental regulation, construction management and inspection, and Municipalities Planning Code issues, Aaron understands the engineering needs of a municipality from all angles. Not only does he bring a breadth of technical expertise to the table, but by serving as a Township Supervisor and Planning Commission member in East Hanover Township, Dauphin County, and interim Zoning Officer in Silver Spring Township, Cumberland County, he understands the difficulties and challenges a municipality faces internally, politically, and financially as well.

Prior to joining HRG, Mr. Moyer was a Project Engineer with ELA Group, Inc. in Lititz, PA and Keystone Clearwater Solutions in Hershey, PA. Previous projects include stormwater installations throughout Central Pennsylvania, E&S permitting approvals in Lancaster County, domestic and public water and sewer design, and multiple freshwater pipeline systems in the Mid-Atlantic.  His duties included preparing PA DEP general, joint, and NPDES permit applications, designing and permitting water and sewer systems, creating E&S control plans, designing stormwater culverts and conveyance systems, and designing/inspecting pressurized piping networks.

As an East Hanover Township Supervisor and Planning Commissioner, Aaron also approved and reviewed the above along with other municipal regulations, including zoning, SALDO, and stormwater management. He has also taken part in the writing of multiple ordinances for his home and client municipalities.
