Brockway Borough has an active Main Street with thriving businesses, and it is close to multiple regionally significant scenic routes, bicycle trails, and a water trail. It boasts small town charm and access to several regional historic destinations. However, its main recreation destination, Taylor Memorial Park, had outgrown the needs of the community. Local stakeholders recognized that they needed to update the borough’s recreation facilities to remain attractive to homebuyers, generate tourism dollars, and promote economic growth, so they invited Herbert, Rowland & Grubic, Inc. (HRG) to develop a comprehensive plan for the town’s recreational amenities.
HRG evaluated the borough’s current recreational facilities and conducted extensive outreach to determine the public’s recreational needs and desires. We also worked with the stakeholders of the Brockway Recreational Revitalization Group to facilitate a vision for the future.
We divided the recommendations into five phases to give the community time to fund and construct needed improvements without duplicated effort and unnecessary disruption. Early phases focus on meeting the immediate need to upgrade the facilities at Taylor Memorial Park and expand the availability of sport courts and practice fields. Later phases introduce new community amenities like a dedicated community green for public gatherings and a waterfront walkway atop the Little Toby Creek levee.
