Brooke Semanchik
Capital Management Analyst
Brooke is responsible for performing a broad array of financial services for clients including the development of financing strategies, capital projects planning, securing funding for municipal entities, cash flow management, and stormwater utility implementation.
Brooke also provides direct financial services to clients and evaluates the financial impacts of proposed engineering projects on capital and operating costs and monitors project budgets and cash flow. She also conducts research and identifies alternative funding strategies and opportunities for clients. In addition, she completes valuations of municipal infrastructure systems and works with utility clients to ensure costs are equitably distributed amongst customers. This is accomplished through the development of rates and charges in accordance with the Pennsylvania Municipal Authorities Act.
Her experience also includes obtaining capital project funding from the Pennsylvania Infrastructure Investment Authority (PENNVEST), which involves creation and submission of application packages, preparation and submission of post-award documentation, facilitation of settlement requirements, strategic submission of funding disbursement requests, and the completion of any required final closeout procedures.
