Joel Schmoyer

Senior Project Manager

Joel is a Senior Project Manager at Herbert, Rowland & Grubic, Inc. (HRG). He is involved with various aspects of numerous civil engineering and transportation projects, and the manager of several technical plan and project reviews. He has 25 years of experience in a broad spectrum of civil engineering, primarily focused on eastern Pennsylvania.

His experience includes project management, asset management, stormwater compliance, land development reviews, pedestrian trails, ADA compliance, environmental and historical permitting, transportation and traffic design, foundation design, and structural inspection, rehabilitation, and design. His skills have been applied to a wide range of civil and transportation planning and engineering projects. Notable projects include review and management of a 5 million SF commercial warehouse complex and the associated HOPs and permitting, a dedicated pedestrian trail along the Schuylkill River in Berks County, a new roundabout in Monroe County, accelerated bridge construction of 3 I-78 overpasses in Berks County, rehabilitation of numerous trail structures in Hugh Moore Park in Easton, PA, a new pedestrian bridge along the D&L trail in Northampton County, and a new Master Plan for a First Class township in Lehigh County.
