Joshua T. Fox, P.E.

Josh has over 20 years of management experience in both the military and the private sector.. He is responsible for driving new business opportunities, expansion into new markets, and diversification of the firm’s service portfolio.

He is also one of HRG’s most senior water and wastewater system engineers, translating technical and regulatory trends into a coherent strategy for meeting the needs of public and private sector utilities.

Josh is a driven community and business leader. He is an active member of organizations like the American Public Works Association, the Pennsylvania Water Environment Association, and the Pennsylvania American Water Works Association (PA AWWA) and retired from the Pennsylvania Army National Guard in 2023.

Josh previously served as a Major in the Pennsylvania Army National Guard where he was the Division Liaison Officer for the 28th Infantry Division Headquarters. He has served in numerous leadership and command positions including serving as a Platoon Leader during combat operations and company commands in a combined arms battalion for both an infantry company and Headquarters Company. He received numerous citations for his service and leadership, including the Bronze Star and Meritorious Service Medal.
