Justin Bates, EI

Justin has extensive experience overseeing water and wastewater projects from design through construction. He is particularly skilled at administering contracts between owners and contractors, ensuring compliance with project specifications, budgets, and schedules.

In his role as team leader, Justin manages a team of Resident Project Representatives (RPRs) and Construction Specialists, facilitating communication among all stakeholders and assigning staff to the appropriate projects. He is actively involved in the day-to-day activities of each of his projects, ensuring they are being constructed in accordance with specifications and drawings.

With a background rooted in the trades, Justin has a strong appreciation for the construction side of engineering and enjoys being in the field to assess progress, address challenges, and collaborate directly with contractors and owners. His ability to prioritize tasks, manage expectations, and implement protective measures helps mitigate risk and keep projects moving forward even in challenging circumstances.

Outside of HRG, Justin serves as an Engineering Officer in the Pennsylvania Army National Guard. He most recently served as a Staff Officer with Higher Headquarters Command (HHC) in Danville, PA, and as an Executive Officer (XO) for a horizontal construction company. In this capacity, he has also supported local law enforcement with security and traffic control operations, most recently at the 60th Presidential Inauguration and the Army’s 250th Birthday celebration.
