Kaye Goodman

Kaye is a project manager of Herbert, Rowland & Grubic, Inc. (HRG) responsible for assisting clients in identifying and structuring project financial strategies that optimize the balance between project cash flow needs and long-term affordability. Kaye evaluates the availability and project eligibility of federal and state grant and loan programs to address specific project needs for our clients. In addition, she provides ongoing project accounting, construction and financial controls reviews, compliance with funding requirements during the construction period, and pilot testing of the online funds disbursement system for state agencies including Pennsylvania Infrastructure Investment Authority and the Commonwealth of Pennsylvania Office of the Budget for the Redevelopment Assistance Capital Program (RACP).

Kaye has completed 149 RACP projects totaling $1.3 billion. Additionally, she has worked on 25 PENNVEST Construction Project Control Reviews totaling $255.4 million; 1 PENNVEST Performance Project Review totaling $3.6 billion; and 7 PENNVEST Limited Financial Reviews totaling $96.5 million.
