Shawn E. Fabian, CPESC, CPSWQ, CSI
Project Manager
Mr. Fabian is a project manager at Herbert, Rowland & Grubic, Inc. (HRG) with more than 20 years of progressive environmental consulting industry experience and a strong background in the design, implementation, and management of projects. He is responsible for municipal engineering, civil engineering, and municipal consulting out of the Harrisburg office and manages HRG’s Municipal Separate Storm Sewer System (MS4) program throughout Eastern Pennsylvania. In addition, he reviews subdivision and land development, stormwater, and other plans and permits for compliance with the subdivision and land development, zoning, and stormwater municipal ordinances.
Mr. Fabian has expertise in Clean Water Act regulatory permitting at the Federal, State, County and local level. He has successfully managed, permitted, filed, and defended numerous federal, state, county, and local permit applications.

RELATED EXPERIENCE
Prior to joining HRG, Mr. Fabian worked at Kleinfelder, Inc in Exton, until 2019, where he was responsible for client development, project management, permitting and design for oil and gas projects in Pennsylvania, West Virginia and Ohio. Before that, he worked at ARCADIS in Seven Fields, PA doing similar work until late 2013. Mr. Fabian worked at RETTEW, Inc. in Lancaster and Camp Hill, PA until early 2013 doing a mix of traditional land development and oil and gas work. He advanced from a permit technician to a project manager while there.
His earlier career experience included working for Castle Valley Consultants in Pughtown, PA until 2007 as a resident project representative and water/wastewater treatment plant operator. He performed site construction observation and testing as well as treatment plant construction and startup support. Before that, he worked for the Chester County Conservation District in West Chester, PA until 2001 as an urban resource conservationist performing erosion and sediment control reviews, NPDES permit reviews, site inspections and compliance enforcement. Mr. Fabian began his career as a seasonal ranger for the US Army Corps of Engineers at Raystown Lake in Hesston, PA doing resource management and regulation enforcement. He worked there until 1999.
