Upper St. Clair Comprehensive Plan Update
Upper St. Clair is a thriving township with high levels of civic pride and citizen engagement. The government excels at proactive planning and sustainable financial practices, and it offers a wide array of services and amenities to provide a high quality of life. The community embarked on a comprehensive planning process to build upon its existing success and prepare for changes on the horizon as the township reaches full buildout. We helped them develop a 10-year plan to achieve these goals.
As development slows, we suggested the township look for additional revenue sources and shift funding previously allocated for creating new parks toward maintenance. We also discussed ways to improve traffic flows and safety at key locations identified by resident feedback.
Residents expressed a strong desire to increase multi-modal connectivity, enhancing access to the township’s many amenities for pedestrians and cyclists. We provided conceptual plans for three projects to pursue this goal by closing gaps in the existing network of sidewalks and trails at key locations adjacent to multiple amenities and businesses. One concept closes a half-mile gap between the township’s trails and the Montour Trail, connecting residents to a broader regional trail system that ultimately extends more than 300 miles from Pittsburgh to Washington, D.C.
