Exel Inc. Warehouse and Distribution Facilities – South Middleton Township and Carlisle Borough, Cumberland County, PA

Herbert, Rowland & Grubic, Inc. (HRG) provided land development and site design services for 3.9 million square feet of industrial warehouse and distribution space at the border of South Middletown Township and the Borough of Carlisle, Pennsylvania.

Though the 325-acre site was zoned for commercial/industrial use, it was located adjacent to two residential communities and a recreational park. In order to address municipal concerns about impacts to these residents, HRG negotiated a Conditional Use Permit between the developer and the municipality. As part of this agreement, HRG had to carefully design the layout of the lots to locate parking, staging and loading areas adjacent to an existing industrial facility and not adjacent to residences.
