Laura L. Ludwig, AICP

Ms. Ludwig has extensive experience as a community organizer, municipal government employee, and consultant.

In the private sector, Ms. Ludwig assisted municipalities with ordinance amendments and the development of comprehensive plans. She also conducted research and provided guidance related to downtown revitalization and housing and urban development. This included helping communities interface with federal programs like the Community Development Block Grant program, HOME Investment Partnerships Program, and the Emergency Solutions Grants Program.

In the public sector, Ms. Ludwig served as the community development director for North Fayette Township. She was responsible for reviewing development plans, managing the community development and building department operations budget, negotiating agreements with developers, and ensuring all developments met the requirements of township ordinances and the Municipalities Planning Code.

In the non-profit sector, Ms. Ludwig worked as both a real estate program manager and community organizer with a local municipal development corporation. The development corporation provides affordable housing, advocates for residents, and provides workforce development and financial coaching services. As real estate program manager, Ms. Ludwig oversaw the planning, design, and construction of single- and multiple-unit residential construction units. She also assisted with marketing the homes and acquiring the necessary funding. As a community organizer, she fostered connections with various constituencies among residents, institutions, faith-based groups, and other non-profits. She worked with these constituencies to evaluate the impact of proposed zoning and land-use changes and advocated for their needs before the city zoning board.

As a community planner, Ms. Ludwig assists HRG’s municipal clients with zoning, ordinance amendments, and requests for land development plan approvals and permits. She also acts as a liaison between community groups, government agencies, developers, and other stakeholders in developing neighborhood plans.
