Mercer County Bridge Featured by Short Span Steel Bridge Alliance
Hot-dip galvanized steel delivered a quick bridge replacement with superior long-term performance for Mercer County, as featured in a recent case study on the Short Span Steel Bridge Alliance website. HRG assisted with the design and permitting for this bridge, and construction was completed in January 2024. The existing 85-foot long bridge was weight-restricted, and Mercer County wanted to replace it before the bridge had to be closed altogether.
HRG’s team chose structural steel for the new bridge superstructure for a number of reasons: The existing bridge abutments were being reused, and structural steel would help us match the weight of the existing bridge sitting on the abutments. It would also help us avoid increasing the overall height of the beams and deck. This was important because our hydraulic analysis had indicated an increase in the overall depth would have required a joint permit between the PA Department of Environmental Protection and the Army Corps of Engineers, which would’ve increased the timeline of the project.
Hot dip galvanizing the steel provides a longer service life than simply painting the steel. It has excellent corrosion protection and is a low-maintenance, long-lasting solution. The bridge was fabricated by Quality Bridge & Fab, Inc., and V&S Galvanizing galvanized the steel elements. Horizon Construction Group served as contractor.

Pennsylvania County Selects Hot-Dip Galvanized Steel for Urgent Bridge Project

We’re pleased to announce that Ben Gilberti has been promoted to assistant vice president. He will oversee all operations and local engagement in Western Pennsylvania and Ohio.
HRG has promoted Jeff Mikesic to assistant vice president, overseeing the firm’s transportation service offerings. The position was created as part of an ongoing organizational realignment to scale the firm for growth while preserving its commitment to technical excellence and personalized service. The realignment creates unique channels for client outreach, technical expertise, and operational delivery, ensuring each gets proper focus and attention.
HRG has promoted Mark Maguire to assistant vice president, overseeing the firm’s data and capital solution service offerings. The position was created as part of an ongoing organizational realignment to scale the firm for growth while preserving its commitment to technical excellence and personalized service.

Yet, even as we expand our service offerings, we must continue to deliver our services with the same quality, creativity, and attention to detail that our clients have always relied on,” Chief Operations Officer Ed Ellinger says. “Our technical service experts will determine what services we offer and the quality standards for delivery. Jim will work with the operations leaders in each office to build capacity for those service offerings at the local level so that we can deliver projects to our high-quality standards while maximizing efficiency and operational excellence.”
Feath has managed operations for HRG’s Pittsburgh office since 2018 and has more than 25 years of experience with the firm. He began his tenure with HRG as an intern shortly after the Pittsburgh office opened and has played a key role in its growth over the past two decades. During that time, he amassed experience as a designer and project manager before taking a leadership role in regional operations. He is a registered landscape architect with vast expertise in site planning and development, particularly in the areas of parks and recreational facilities, trails, and public spaces. He is active in the industry as a member of the American Society of Landscape Architects and Pennsylvania Recreation & Park Society, but he is also actively engaged in the local community in Pittsburgh as a board member with the Butler County Chamber of Commerce and a member of the Cranberry Township Environmental Advisory Committee. His vast experience with HRG and knowledge of regional operations make him ideally suited for this role as vice president of operations.


Devin Dunwoody has joined the Pittsburgh office of Herbert, Rowland & Grubic, Inc. (HRG) as a senior project manager in their civil group. Dunwoody is a senior executive with more than 10 years of experience in construction at every level: from operating heavy equipment and installing infrastructure to monitoring company operations, managing client relationships, analyzing financial performance, and developing strategic goals. He’ll provide valuable insight on constructability and cost-effectiveness for HRG’s clients on sanitary and stormwater infrastructure, roadways, and other civil construction projects.
