HRG prepared a Roadway Management Plan and has been helping the client implement the plan in phases.  The original plan detailed the condition of all the township’s roadways, identified the preliminary scope and cost of necessary repairs, and prioritized projects according to the most immediate need. Each year, we help the client complete repairs identified in the plan by preparing bid documents and assisting with both bidding and construction administration in annual contracts.  We strategically bid each contract as a combination of base bid and bid alternates to give the municipality maximum flexibility to complete the work in budget.

The scope of improvements generally includes mill and overlay or tar and chip improvements at the surface of roadways, but one project on Sewickley Heights Drive involved more comprehensive core testing and reconstruction.  In 2023, the contract included resurfacing the municipal building parking lot.  During construction, we encountered unknown utility issues and were able to quickly respond with a cost-effective solution due to our full service team, which includes sanitary sewer experts.
